Heuristics:
A sustained net outflow equal to multiple days' average volume (e.g., 5–15x average daily traded volume) or a reduction of exchange-held supply by >3–7% of circulating supply within 30 days is material for a small-cap token.
Complementary signals that strengthen the bullish interpretation:
Rising on-chain activity (unique active accounts, posts/rewards activity for STEEM), declining sell-side order book depth, and increased bid-side liquidity.
Failure modes:
Large off-exchange flows can be preparatory moves for OTC sales or concentrated custodial transfers that will later be deposited back to exchanges; transfers to cold wallets controlled by exchanges vs user cold wallets need to be distinguished; centralization of holdings into a few wallets can magnify volatility if those wallets re-enter the market.
