The work on web creation and promoting Linked Data concepts and open standards has changed expectations for digital data: they must be portable, composable, and machine-readable. For projects working with verifiable credentials—such as DOCK—this is a critical context: the user data ownership model, semantic compatibility, and data exchange format requirements directly inherit the principles of Linked Data and open web standards. Solid initiatives and standards developed under the W3C umbrella have created a normative and technical foundation for conversations with institutions—ranging from educational organizations to HR services—about data portability and control. For DOCK, such norms and expectations meant the ability to build products and marketing based on the principles of interoperable data, which are understandable to institutional partners, as well as simplified integration with existing web technologies and tools for semantic data processing.
