Stuart Hoegner

General Counsel, legal representative · iFinex / Bitfinex / Tether

Led litigation and negotiated settlements with regulators including the New York Attorney General that produced consent orders, fines and reporting requirements affecting USDT disclosures and operations.

Spearheaded legal strategy for iFinex and related entities during high‑profile regulatory investigations, most notably the New York Attorney General’s probe that culminated in a 2021 consent settlement. Legal filings, admissions in court papers and negotiated terms produced enforceable obligations: monetary penalties, restrictions on doing business in New York and periodic reporting requirements concerning reserves and transactions linked to USDT operations. Prepared and submitted the formal responses, declarations and negotiated remedial measures that determined the scope of public disclosures and compliance steps the companies had to implement. Those procedural and contractual outcomes required operational changes—such as enhanced reporting and documentation of reserve status—that directly altered how USDT backing was communicated to markets and counterparties. By steering litigation posture and settlement terms, the legal leadership influenced regulatory precedent for stablecoin transparency and accountability. The concrete instruments produced in litigation—consent judgments, reporting schedules and contractual restrictions—altered the compliance landscape in which USDT operated and constrained certain business practices going forward.
