Ricardo Roa
global
Ricardo Roa became CEO of Ecopetrol in 2023, appointed by the administration of Colombian President Gustavo Petro. He leads Colombia's largest company by revenue, the country's primary crude oil and natural gas producer, and one of Latin America's most important state-controlled energy companies. Ecopetrol operates across the entire hydrocarbon value chain — exploration, production, refining, and transportation — and is a major dividend payer to the Colombian government, which owns approximately 88% of shares. Roa's tenure has been defined by the tension between the Petro government's stated goal of ending new oil exploration contracts (part of a broader energy transition agenda) and the economic reality that oil revenues fund a substantial portion of Colombia's government budget. This political dynamic creates unusual uncertainty for investors: Ecopetrol needs to replace depleting reserves to maintain production, but government policy may restrict the company's ability to do so. Under Roa, Ecopetrol has increased investment in renewable energy, hydrogen, and transmission infrastructure while maintaining current production levels of approximately 700,000 barrels of oil equivalent per day. His key challenges include managing the reserve replacement crisis, navigating political pressure from the Petro administration, maintaining the dividend that the government depends on, and executing the energy transition without destroying shareholder value. The stock is driven by oil prices, Colombian political risk, and production sustainability concerns.
