Rhee Chang-yong became Governor of the Bank of Korea (BOK) in April 2022, bringing an exceptional international background that includes serving as Director of the Asia and Pacific Department at the International Monetary Fund (IMF) and as a senior economist at the Asian Development Bank. His deep familiarity with regional monetary dynamics and capital flow management has been critical during a period of elevated global financial volatility. Rhee took office just as the BOK was in the midst of an aggressive tightening cycle, inheriting a benchmark rate of 1.5% that he ultimately raised to 3.5%. South Korea's economy presents a unique monetary policy challenge: it has one of the highest household debt-to-GDP ratios in the world (over 100%), making the economy acutely sensitive to rate changes, while simultaneously being an export powerhouse heavily dependent on the semiconductor cycle and trade with China. The won's vulnerability to dollar strength and capital outflows requires constant attention. Under Rhee, the BOK has coordinated with the government on measures to stabilize the FX market while maintaining the inflation-fighting stance. His decisions on the base rate directly influence Korean Treasury Bond (KTB) yields, won exchange rate dynamics, and the credit conditions facing Korea's heavily leveraged household sector. Korea's growing weight in global bond indices amplifies the international significance of his policy signals.
