Conducted detailed budget committee reviews that determined allocation of bond proceeds to specific capital projects and programs. Responsible for committee hearings that vetted project feasibility, revenue pledges and compliance plans used by finance staff to draft offering statements and to justify security structures to investors. Mandated post‑issuance compliance processes in committee recommendations, including tracking of expenditures, reporting schedules and replacement of projects that failed to meet stated objectives. These measures affected cash flow analyses and covenants that investors evaluate when pricing LA bonds. Worked in partnership with the CAO, Controller and Treasurer to adjust project lists and timing to better match debt service capacity, producing council actions that directly influenced issuance timing, tranche sizing and reserve requirements. Committee decisions under this role changed practical investor expectations about the use and oversight of bond proceeds for LA.
