Luis de Guindos served as Spain's Minister of Economy, Industry and Competitiveness from 2011 to 2018, overseeing Spain's painful economic adjustment program during the European sovereign debt crisis — including implementing fiscal consolidation, labor market reforms, and the European bailout of the Spanish banking system. He subsequently joined the ECB as Vice-President in 2018. At the ECB, he has been responsible for oversight of financial stability and has been a prominent voice on European banking regulation, climate-related financial risks, and monetary policy communication. His background as a senior policymaker who navigated a sovereign debt crisis gives him practical credibility in discussions about European economic and financial stability. Before entering government, he worked in the financial sector including roles at PricewaterhouseCoopers and Lehman Brothers' Spanish operations. His experience managing Spain's banking sector bailout — including the €100 billion European Stability Mechanism recapitalization of Spanish banks — gave him direct operational knowledge of bank resolution and recapitalization that informs his ECB financial stability mandate.
