HFT transparency, SEC market data access, algorithmic trading policy

Manoj Narang founded Tradeworx in 1999 as one of the early high-frequency trading and statistical arbitrage firms. He became notably willing to discuss HFT publicly — testifying before the SEC and Congress to explain how HFT works — and provided the SEC with real-time access to Tradeworx's market activity data through the Market Information Data Analytics System (MIDAS). After selling Tradeworx to Thesys Technologies, he founded Mana Partners. Narang's public advocacy helped shape the informed (if still contentious) regulatory debate around HFT. His decision to grant regulators real-time access to his firm's trading data was unprecedented in the HFT industry, and helped demonstrate that electronic market makers could be transparent partners in ensuring market integrity — a stance that contrasted sharply with the defensive posture most HFT firms adopted toward regulatory scrutiny during this period.
