Magda Chambriard became CEO of Petrobras (Petróleo Brasileiro S.A.) in June 2024, becoming the fifth CEO in four years — a turnover rate that itself illustrates the political pressures facing Brazil's state-controlled oil giant. A geological engineer by training, Chambriard previously served as head of Brazil's National Agency of Petroleum, Natural Gas and Biofuels (ANP) from 2012 to 2016, where she oversaw the regulation of Brazil's massive pre-salt offshore oil fields. Her appointment came after President Lula's government dismissed her predecessor Jean Paul Prates over disagreements about dividend policy and investment levels. This tension is the defining challenge of every Petrobras CEO: the Brazilian government controls the company through a golden share and historically uses Petrobras to pursue social and industrial policy goals (subsidized fuel prices, domestic content requirements, job creation), while minority shareholders — who own over 60% of outstanding shares — demand capital discipline, competitive dividends, and market-rate pricing. Under Chambriard's leadership, Petrobras presented a 2025–2029 strategic plan with $111 billion in capital expenditure — a significant increase over prior plans — including investments in refining capacity, petrochemicals, fertilizers, and renewable energy, alongside continued development of the company's pre-salt deepwater production (which accounts for the vast majority of Petrobras's ~2.8 million barrels per day output). The elevated capex plan concerned dividend-focused investors, though Chambriard committed to maintaining competitive shareholder returns. The key variables for Petrobras stock under Chambriard include dividend policy (Petrobras has been paying extraordinary dividends of 8–15% yields), the pace and capital efficiency of the capex ramp, Brent crude oil prices, the BRL/USD exchange rate, domestic fuel pricing policy (whether Petrobras maintains import parity pricing or subsidizes), and regulatory developments around the disputed Foz do Amazonas pre-salt exploration block. Petrobras remains one of the most politically complex investment propositions in global energy markets.
