Led the City Council's legislative process that ratified bond authorizations and budgetary measures directly enabling municipal securities offerings. As Council President and senior member, presided over hearings and votes that approved bond ordinance language, debt service plans and the use of bond proceeds for specific capital projects. Negotiated legislative offsets, fee structures and budget amendments tied to new borrowings, ensuring legal authority and pledged revenue streams required for particular bond series. Those negotiations produced the council resolutions and ordinances that underwriters and bond counsel reference in offering documents, thereby directly affecting the enforceability and perceived safety of LA bonds. Worked with the Mayor's office, CAO and Controller to time approvals and to secure voter or council consent where required. By managing the political and legislative pathway for authorizations, the Council President shaped the cadence of primary bond supply and the statutory framework under which LA municipal securities are issued.
