Boris Kovalchuk

CEO of Inter RAO · Inter RAO

global

Boris Kovalchuk has led Inter RAO since 2009, building it into Russia's largest electricity company by installed capacity and the country's monopoly operator for cross-border power exports. Inter RAO controls over 30 GW of installed capacity across thermal, hydro, and renewable power plants, and manages electricity trade with neighboring countries including Finland (suspended post-2022), China, Mongolia, and Central Asian states. The company occupies a unique position in Russia's energy landscape as both a major domestic power generator and the sole entity authorized to conduct international electricity trade. This dual role gives Inter RAO strategic importance to the Russian government. Following Western sanctions in 2022, Kovalchuk has navigated the suspension of European electricity exports while redirecting the company's international focus toward Asian and CIS markets. Kovalchuk's management of Inter RAO's generation fleet modernization, cross-border trade optimization, and the company's substantial cash reserves (Inter RAO has historically maintained one of the largest cash positions on the Moscow Exchange) are the primary factors for domestic investors. The company's strategic role in Russia's power sector and Kovalchuk's close relationship with government policy make him a pivotal figure in Russian electricity market dynamics.
